The Borg Queen doesn't seem to fit with the rest of the Borg ideal; could it be because she's an anomaly?
Under this hypothesis, the Borg were originally conceived as a society of equals. However, certain individuals in the collective exploit loopholes or similar such weaknesses to usurp power, eventually culminating in absolute rule. The collective is corrupted, so that instead of serving the greater good it serves the wants and desires of the one individual.
The loopholes are never closed; only the incumbents could do so, and they won't. Perhaps they can't, if there are others who would be queen.

Jiri: Quite possible; in fact, ISTR reading that bee/ant queens are also sometimes slaves rather than masters (the ratio of male to female offspring has different ideal values for workers and for the queen, and can be measured). The lesson for reality: is google our master or our servant?
